Party officials are now shocked at their lack of popularity, especially when President Roh Moo-hyun��s approval rate has fallen into the 20s and the ruling party is in chaos.

And since then no polls have shown the GNP ahead. In a Research & Research poll, the GNP was behind by 2 percentage points. Lawmakers and party officials alike say the problem with the GNP is its unwillingness to engender revolutionary change. The lawmaker Yoon Yeo-joon said that while the MDP is mired in chaos, the people interpret it as a struggle to be born again. Another lawmaker in his second term says the voters expected the GNP to completely revamp itself after the later election defeat, but the party has only put a few fresh faces on the front line. The party has failed to show any real change, he said.
Some say Choe��s leadership is the root of the problem. The outwardly quiet GNP has actually been simmering since mid-July with complaints about the new leadership lineup. The lawmaker Hong Joon-pyo said the opposition party has failed to play its role of critic, as it has put too much emphasis on the image of a policy-oriented party. He continued that he party needs to shed the extreme right-wing image it inherited from its antecedent, the authoritarian Democratic Justice Party, escape from its obsolete system and be reborn as a conservative alternative to the ruling party by offering a critical but logical agenda.
Lawmakers agree that the new leaders in the party have softened up and appear to have compromised in handling the independent counsel bill. Also, the party failed to unify its opinions on the work permit system, on which there was much disagreement among GNP lawmakers. The bill passed the National Assembly with many lawmakers, including Chairman Choe, casting blank votes.
Opinion poll experts say voters see the GNP as a party without a future. Kim Heon-tae at the Social Opinion Institute said that the voters support a certain party because they hope it will be the ruling power - but the GNP's consecutive presidential election defeats have discouraged GNP voters. Also, the party lacks emerging, popular and viable presidential candidates, and that��s why the voters have lost interest in the opposition party, Kim said.
A professor at Seoul National University, Park Chang-uk,[link widoczny dla zalogowanych], who is head of the Korean Party Politics Institute,[link widoczny dla zalogowanych], said that the ruling party seems to be experimenting with new ideas or discussing revamps, but that it does not appear to be working on internal reform or trying to adapt to the new political environment. It has been found that 7 out of every 10 Koreans think that the country��s economy is not strong enough to ensure equal distribution of wealth.
